Thinking of buying an apartment or villa in Dubai while you live in Singapore? A lot of Singapore investors are looking at it, and the process is simpler than many expect. Singapore has no exchange controls, so you can send money abroad freely, and Dubai lets foreign nationals own freehold property in designated areas. The parts that need care are the ones that differ from buying at home. CPF can't be used, HDB rules may stop you buying during your flat's Minimum Occupation Period, and Dubai has its own fees, escrow rules and registration steps.
This guide walks through it step by step for Singapore Citizens, Permanent Residents and other Singapore tax residents. It uses official sources first: the Inland Revenue Authority of Singapore (IRAS), the Monetary Authority of Singapore (MAS), HDB, the CPF Board, the Dubai Land Department (DLD), Dubai's legislation portal and the UAE government portal. It is general information only, so speak to a Singapore tax adviser and a UAE lawyer before you commit.
Exchange rate used in this guide (4 November 2026): AED 1 = SGD 0.3483, or SGD 1 = AED 2.871 (Wise mid-market rate, 4 November 2026). Cross-check: the ECB reference rate on 3 November 2026 was USD 1 = SGD 1.2812, which with the UAE dirham's fixed peg of AED 3.6725 per US dollar works out to about AED 1 = SGD 0.3489. SGD figures are rounded and for illustration only; your bank's rate on the day you transfer will differ.

The short answer
| Can a Singaporean buy property in Dubai? | Yes. Foreign nationals, including Singapore Citizens and PRs, can buy freehold property in the areas of Dubai designated for foreign ownership |
|---|---|
| Can I send the money from Singapore? | Yes. Singapore abolished exchange controls in 1978, so there is no government cap on money you send abroad. Your bank will still run its own checks |
| Can I use CPF? | No. The CPF Board says Ordinary Account savings can be used for HDB flats and private property in Singapore, so a Dubai purchase must be funded with cash or other financing |
| HDB owners | HDB says owners, spouses and occupiers listed in a flat cannot acquire private residential property in Singapore or overseas during the flat's Minimum Occupation Period |
| Does it affect ABSD at home? | IRAS excludes residential property located outside Singapore from the property count used for Additional Buyer's Stamp Duty |
| Main Dubai fee | DLD registration fee of 4% of the price, listed as 2% buyer and 2% seller; the sale contract decides who actually pays |
| Rent in Singapore tax | IRAS says overseas income received by individuals in Singapore is generally not taxable, except in specific cases such as income received through a Singapore partnership |
Step 1: Check the Singapore rules that apply to you
Before you look at a single floor plan, check three things on the Singapore side.
- HDB Minimum Occupation Period (MOP). HDB says that during your flat's MOP, the flat owner, their spouse and the occupiers listed in the flat may not acquire private residential property, locally or overseas. That includes signing a sale agreement for an off-plan unit. The MOP is generally 5 years for Standard flats and 10 years for Plus and Prime flats, and periods when the flat is not occupied don't count. Check your MOP date on My HDBPage with Singpass. After the MOP, households with at least one Singapore Citizen owner can buy private property and keep the flat, subject to HDB's other conditions.
- CPF. The CPF Board lists Ordinary Account uses for housing as HDB flats and private residential property in Singapore. Plan to fund a Dubai purchase from cash savings, investments or financing that doesn't depend on CPF.
- ABSD at home. On its ABSD page, IRAS says all residential properties located outside Singapore are excluded from the count of properties a buyer owns. So a Dubai apartment does not by itself turn your next Singapore home into a "second property" for ABSD.
If you are a PR or a foreigner living in Singapore, HDB's conditions for your flat type may differ, so check your own situation before you sign anything in Dubai.
Step 2: Set your budget, including fees and currency
Dubai prices are quoted in dirhams (AED), and the dirham is pegged to the US dollar, so your SGD cost moves with the SGD/USD rate. A quick rule of thumb at today's rate: AED 1 million is about SGD 348,000.
Your budget should include:
- the purchase price, or the first instalments of an off-plan payment plan
- the DLD fee of 4% (see the fee table below)
- agency commission on resales, and developer charges such as a no-objection certificate on resales
- bank transfer charges and the currency spread on each payment
- annual service charges once you own the unit
Off-plan payment plans let you pay in stages during construction, which spreads the currency exposure over several transfers. Our explainer on a Sobha 20/80 payment plan shows how a typical plan is structured.
Step 3: Choose the area and the property
As foreign nationals, Singapore buyers can own freehold property in the areas designated for foreign ownership. That includes most of the places people mean when they talk about investing in Dubai, such as Downtown Dubai, Business Bay, Dubai Marina, Dubai Creek Harbour, Dubai Hills Estate and Jumeirah Village Circle.
Market data: popular apartment areas
These are Dubai Land Department transaction figures for apartments in six areas Singapore buyers often ask about, over the latest 12-month window. Prices and rents are medians.
| Area | Median apartment price | Median price per sq ft (change) | Apartment sales (12 months) | Median annual rent | Gross rental yield |
|---|---|---|---|---|---|
| Jumeirah Village Circle (JVC) | AED 1,000,000 (SGD 348,300) | AED 1,470 (up 2.6%) | 11,013 | AED 65,000 (SGD 22,640) | 8% |
| Dubai Marina | AED 1,900,000 (SGD 661,770) | AED 1,980 (down 5%) | 2,187 | AED 108,000 (SGD 37,616) | 7% |
| Business Bay | AED 2,000,000 (SGD 696,600) | AED 2,430 (up 25.5%) | 5,949 | AED 93,000 (SGD 32,392) | 7% |
| Dubai Hills Estate | AED 2,150,000 (SGD 748,845) | AED 2,340 (up 8.6%) | 1,608 | AED 114,000 (SGD 39,706) | 7% |
| Dubai Creek Harbour | AED 2,650,000 (SGD 922,995) | AED 2,560 (up 5.1%) | 3,931 | AED 130,000 (SGD 45,279) | 7% |
| Downtown Dubai | AED 3,000,000 (SGD 1,044,900) | AED 2,970 (down 1%) | 2,610 | AED 140,000 (SGD 48,762) | 6% |
Source: DXBinteract (Dubai Land Department transaction data), as of November 2026. SGD at AED 1 = SGD 0.3483 (Wise, 4 November 2026). Gross yields are before service charges, vacancy and other costs.
What stands out: JVC is the busiest and lowest-priced of the six, with the highest gross yield. Downtown Dubai costs the most per square foot and has the lowest yield. Business Bay saw the sharpest rise in price per square foot over the period. For rents by unit size, see our guide to Dubai rental yields by bedroom type.
Off-plan or ready?
| Off-plan (from the developer) | Ready or resale | |
|---|---|---|
| How you pay | In stages under a payment plan, into the project's escrow account | Usually in full at transfer, unless you take a mortgage |
| Registration | Contract registered on DLD's interim register (Oqood) | Title deed issued at a DLD trustee office on transfer day |
| Rent | None until handover | You can let it straight away |
| Main risk | Construction delays; buying from plans and renders | Condition of the unit and any existing tenancy |

Step 4: Check the developer, the escrow account and the agent
- Escrow: under Dubai Law No. 8 of 2007, a developer selling off-plan must open a separate escrow account for each project, and buyers' payments go into it. Send money only to the escrow account named in your contract, never to a personal account.
- Interim registration: off-plan sales must be registered on DLD's interim real estate register. Ask when your registration certificate will be issued.
- Broker: use a DLD-registered brokerage and ask to see the agent's DLD broker card.
- Contract: check the handover date, late-delivery terms, the payment schedule, service charges and resale terms. A UAE lawyer can review it for you.

Step 5: Send the money from Singapore
Because Singapore has no exchange controls, there is no official limit or approval process for sending SGD abroad to buy property. In practice:
- Use a bank or licensed remittance provider and transfer to the escrow account or the trustee office details in your contract. Compare the exchange rate and fees, because on a large transfer a small difference in the spread adds up.
- Expect source-of-funds questions from your Singapore bank and, on the Dubai side, from the developer, agent, trustee office or UAE bank, under anti-money laundering rules. Keep salary records, investment statements or sale proceeds ready.
- Time each transfer to the payment date in your contract, and keep every remittance advice and receipt together for your records.
Step 6: Sign, register and get your title deed
You can view and sign in person or appoint a representative under a power of attorney. Ask a UAE lawyer to draft it and confirm how it must be notarised and legalised in Singapore so Dubai authorities accept it.
If you travel: Singapore's Ministry of Foreign Affairs says Singapore passport holders can stay in the UAE visa-free for up to 90 days within a 180-day period. As of 4 November 2026, MFA's UAE travel page also carries an advisory, dated 1 March 2026, asking Singaporeans to defer travel to the Middle East region. Check MFA's latest advice before you book; many buyers complete the whole purchase remotely through a power of attorney and video viewings.
For a ready property, the transfer happens at a DLD Real Estate Registration Trustee office. DLD lists the documents as identification of both parties (Emirates ID, or a valid passport for non-resident foreigners) and an electronic no-objection certificate from the developer in freehold areas. DLD then issues an electronic title deed. For off-plan, you receive the interim registration first and the title deed after handover.
What it costs: DLD fees in AED and SGD
DLD's published fees for registering the sale of a ready property:
| Fee | AED | SGD (approx.) |
|---|---|---|
| DLD registration fee | 4% of the price (listed as 2% buyer, 2% seller) | 4% |
| Trustee office (service partner) fee, sale value AED 500,000 (SGD 174,150) or more | 4,000 + VAT | 1,393 + VAT |
| Trustee office fee, sale value below AED 500,000 | 2,000 + VAT | 697 + VAT |
| Title deed issuance | 250 | 87 |
| Villa or apartment map | 250 | 87 |
| Knowledge fee and innovation fee | 10 each | 3.48 each |
Worked example: a ready apartment at AED 1,500,000
This assumes your contract makes you, the buyer, pay the full 4% DLD fee. If it is split with the seller, your share is lower.
| Item | AED | SGD (approx.) |
|---|---|---|
| Purchase price | 1,500,000 | 522,450 |
| DLD fee at 4% | 60,000 | 20,898 |
| Trustee fee incl. 5% VAT | 4,200 | 1,463 |
| Title deed, map, knowledge and innovation fees | 520 | 181 |
| Government and trustee costs | 64,720 | 22,542 |
Not included: agency commission, developer NOC fees on resales, bank and currency charges, and annual service charges. Ask for all of them in writing. Our guide to Dubai property taxes and fees covers the wider costs.
For comparison at home: a Singapore Citizen buying a second residential property in Singapore at the same SGD 522,450 would pay Buyer's Stamp Duty of about SGD 10,273 plus ABSD of 20%, or SGD 104,490, on IRAS's current rates. Dubai's DLD fee is a flat 4% and does not change with how many properties you own.
After you buy: tax and reporting
- UAE side: the UAE government says it does not levy income tax on individuals. Under the UAE Corporate Tax rules, income an individual earns from investing in real estate in their personal capacity, without needing a licence for it, is outside corporate tax. Licensed holiday-home letting can be treated differently, so check before you list on short-let platforms.
- Singapore side: IRAS says overseas income received in Singapore by individuals, including income paid into a Singapore bank account, is generally not taxable, and you don't need to declare overseas income that isn't taxable. The exceptions IRAS lists include income received through a Singapore partnership and overseas income tied to a trade or business you carry on in Singapore. Buying through a company, trust or partnership can change the answer.
- Double tax agreement: Singapore and the UAE have a double taxation agreement, which IRAS publishes on its website.
Treat this section as general information and confirm your own position with a Singapore tax adviser, especially if you hold property through a structure or have income in more than one country.
The Golden Visa angle
Many Singapore buyers ask about residency. The UAE government portal lists real estate investors among the Golden visa categories, with a minimum capital of AED 2 million (about SGD 696,600). Owning property does not automatically give you a visa, and the conditions, duration and documents are set by the UAE's federal identity authority (ICP) and Dubai's residency department (GDRFA), so check their current requirements before you buy with a visa in mind. Our article on Dubai's investor visa update for 2026 covers the latest changes.
Practical tips for Singapore buyers
- Check your HDB MOP date first if anyone in your household owns or lives in an HDB flat.
- Plan for cash, not CPF, and keep a buffer for fees and currency moves.
- Pay only into escrow or official accounts, and keep every transfer record.
- Check the developer's track record with DLD records and recent sale prices, not just the brochure.
- Talk to a tax adviser before you choose how to hold the property, in your own name, jointly or through a company.

Frequently Asked Questions
Can Singaporeans buy property in Dubai?
- Yes. Singapore Citizens and Permanent Residents, like other foreign nationals, can buy freehold property in the areas of Dubai designated for foreign ownership, which include Downtown Dubai, Business Bay, Dubai Marina, Dubai Creek Harbour and Dubai Hills Estate.
Is there a limit on how much money I can send from Singapore to buy property abroad?
- There is no government limit. The Monetary Authority of Singapore says all exchange controls in Singapore were abolished in 1978, and residents and non-residents are free to remit funds into and out of the country. Your bank and the Dubai parties will still ask about the source of funds under anti-money laundering rules.
Can I use my CPF to buy property in Dubai?
- No. The CPF Board lists Ordinary Account housing uses as HDB flats and private residential property in Singapore. A Dubai purchase has to be funded from cash, investments or other financing.
Can HDB owners buy property in Dubai?
- Not during the flat's Minimum Occupation Period. HDB says the flat owner, spouse and listed occupiers cannot acquire private residential property locally or overseas during the MOP, which is generally 5 years for Standard flats and 10 years for Plus and Prime flats. After the MOP, households with at least one Singapore Citizen owner may buy private property, subject to HDB's conditions.
Does owning a Dubai property affect ABSD in Singapore?
- IRAS says all residential properties located outside Singapore are excluded from the property count used to work out Additional Buyer's Stamp Duty, so a Dubai home does not by itself count as a Singapore property for ABSD.
What fees do I pay when buying property in Dubai?
- The main fee is the Dubai Land Department registration fee of 4% of the price, listed as 2% buyer and 2% seller, with the contract deciding who pays. For ready sales of AED 500,000 or more there is a trustee office fee of AED 4,000 (about SGD 1,393) plus VAT, and small title deed and map fees. Rate used: AED 1 = SGD 0.3483 on 4 November 2026.
Is rental income from a Dubai property taxed in Singapore?
- The UAE does not levy income tax on individuals. IRAS says overseas income received in Singapore by individuals is generally not taxable, with exceptions such as income received through a Singapore partnership. Holding property through a company or other structure can change this, so confirm your position with a Singapore tax adviser.
Do Singaporeans need a visa to visit Dubai to view property?
- Singapore's Ministry of Foreign Affairs says Singapore passport holders can stay in the UAE visa-free for up to 90 days within a 180-day period. Check MFA's latest travel advisory before you book, as its UAE page carried an advisory to defer travel to the Middle East region as of 4 November 2026. You can also buy remotely through a power of attorney.
