Dubai Municipality has updated the planning rules for Al Satwa, one of the city's oldest low-rise neighbourhoods between Jumeirah, Al Wasl and Sheikh Zayed Road. Plots that were mainly limited to attached villas can now hold apartment buildings, and owners who put together 1,000 square metres or more can build up to ground plus eight floors (G+8) of apartments. The update was announced on 1 November 2026.
For landowners, this is a real change in what their plots can be used for. For buyers and renters, it points to more new apartments and shops in a central area that has seen very little new building.

Al Satwa's New Planning Rules at a Glance
| Plot type | What is now allowed | Use |
|---|---|---|
| Plots on internal roads | Ground + 2 floors (G+2). Previously mainly attached villas | Residential apartments |
| Plots on external roads | Commercial ground floor + 2 or 3 floors, depending on location and planning requirements | Shops below, apartments above |
| Plots of 1,000 sq m or more (single or combined) | Ground + 8 floors (G+8), floor area ratio (FAR) up to 3.5 | Residential apartments |
What Changed
Apartments instead of villas on internal roads. Under the old framework, plots on Al Satwa's internal roads were mainly for attached villas. They can now take a ground floor plus two floors of apartments.
More commercial space on main roads. Plots on external roads can have a commercial ground floor with two or three floors of apartments above, depending on the plot.
A bonus for combining plots. The biggest incentive is for sites of 1,000 sq m or more. Owners can reach that size by combining two or more neighbouring plots, and may include the access lanes between them, subject to approval. Qualifying sites can go up to G+8 with a FAR of up to 3.5, meaning the total floor area can be up to 3.5 times the plot size.
Infrastructure checked first. Dubai Municipality says it worked with the service authorities to assess roads, utilities and traffic before changing the rules. Owners can check the regulations and apply through the Build in Dubai platform.
"By expanding development options and introducing incentives for plot consolidation, we aim to provide landowners and investors with greater flexibility to redevelop their properties and make more efficient use of available land," said Eng. Mansour Al Rais, Director of the Executive Planning Department at Dubai Municipality.

What It Means for Owners, Buyers and Renters
Landowners in Al Satwa now have a clear reason to look at redevelopment, and a strong reason to talk to neighbours about combining plots to reach 1,000 sq m. A villa plot that becomes part of a G+8 site has very different value.
Buyers and investors should expect boutique apartment buildings to appear over the coming years, often from smaller developers. Al Satwa's location, minutes from Sheikh Zayed Road, City Walk, Jumeirah and DIFC, is its main draw. Check each developer's track record and escrow registration as projects come up.
Renters may see more apartment choice in a central area that has been dominated by older low-rise stock. The municipality has not published a start date or any fees for the new rules.
