Dubai Municipality has issued its Planning and Building Requirements Guide for Shared Housing and Permitted Areas, announced on 7 October 2026. The guide puts Law No. (4) of 2026, which regulates the occupancy and management of shared housing in Dubai, into practice. It names more than 44 areas where buildings may be used for shared housing, sets minimum room standards and gives owners until September 2027 to bring existing buildings into line.

What the Guide Requires

One category per building. Every existing building used for shared housing must be allocated to a single category: individual accommodation or family accommodation.

Space and privacy standards. Bedrooms must give each person at least 5 square metres. Families must each have their own bedroom with an en-suite bathroom.

Shared facilities. The guide sets requirements for kitchens, bathrooms, dining, recreation, laundry and clothes-drying areas, scaled to the type of accommodation and the number of occupants, in line with public health and safety rules and the Dubai Building Code.

Safety checks before a permit. Buildings must meet Dubai Civil Defence fire alarm and firefighting requirements and Security Industry Regulatory Agency (SIRA) CCTV requirements before a shared housing permit is issued.

Linked to Ejari registration. Dubai Municipality's permit data is connected electronically to the Dubai Land Department, so tenancy contracts for buildings and villas designated for shared housing are registered based on that permit.

What is excluded. Units designated for collective labour accommodation are covered by separate legislation and fall outside this law.

The One-Year Deadline

Owners, property management companies and leasing companies have one full year from 8 September 2026 to regularise buildings currently used for shared housing. Dubai Municipality has made clear that the grace period does not excuse building violations, unauthorised changes of use or anything that endangers public safety. Those must be fixed under the existing rules.

What It Means for Buyers, Landlords and Investors

If you own a property that is let as shared accommodation, check whether it is in an approved area and which category it falls under, then plan any works needed to meet the room size, facility and safety standards before the September 2027 deadline. Budget for Civil Defence and CCTV compliance and for the permit itself.

If you are buying to let, ask whether the building or villa is currently used for shared housing and whether it holds, or can obtain, a permit. A unit that relies on informal room-sharing income may not be able to continue in that way, so base your yield on a compliant letting model.

If you rent out a whole unit to one tenant or family, this guide is aimed at shared housing, not ordinary single-family lettings. Still, the rules may affect your building if other units are being sublet informally, since the aim is to reduce overcrowding.

For the wider market, Dubai Municipality says the rules are meant to cut overcrowding and unregulated residential use and to protect residents' privacy, safety and quality of life, which can support building upkeep and long-term values in affected areas.
