What Ellington Has Announced
Berkeley Tower is Ellington's most ambitious commercial project so far. The developer is best known for design-led homes such as Ocean House on Palm Jumeirah, Ellington House in Dubai Hills Estate and One River Point in Business Bay. This tower takes it into Grade A offices at a much larger scale.
According to the official announcement, the tower combines:
- Grade A office space in the middle of Business Bay
- Robotic parking, one of the project's headline features
- Double-decker lifts with destination control, designed to move people, goods and services through the building more efficiently
- Five amenity floors across the ground floor, mezzanine and three more levels
The amenity floors are planned to include business lounges and meeting rooms, fitness and wellness spaces, outdoor terraces, event and social spaces, a clubhouse and interactive gaming areas. In other words, the building is designed so people can work, meet, exercise and socialise without leaving it.

What the Developers Said
Joseph Thomas, Co-Founder of Ellington Properties, called Berkeley Tower "a statement of our ambition for Ellington's commercial portfolio". He added that the workplace "has to evolve alongside the businesses and people it serves", and that this means looking beyond the office itself to the whole experience around it.
Al Hamra Group's chief executive said Dubai continues to strengthen its position as a global business hub, "driving sustained demand for high-quality commercial developments in well-connected locations". He said the partnership aims to support Business Bay's continued growth and create lasting value for businesses and investors.
Who Is Al Hamra Group?
Al Hamra Group is a real estate development and investment company based in Ras Al Khaimah. Its portfolio covers residential, retail, hospitality and leisure. Berkeley Tower brings its experience together with Ellington's design-led approach in one of Dubai's main business districts.
Location: Business Bay
Business Bay sits next to Downtown Dubai along the Dubai Water Canal and Sheikh Zayed Road. Ellington points to direct links to Downtown Dubai, DIFC and Dubai's main transport networks. It is a freehold area, so foreign buyers can own property there outright, and it is a mainland district, so it suits companies holding a Dubai mainland trade licence.
Business Bay is also home to the Luxwell Real Estate office in Churchill Executive Tower, so this is a district we know well.
What It Means for Buyers and Investors
A rare new Grade A option. Most new launches in Business Bay are residential or mixed-use. A dedicated Grade A tower of this size from an established developer gives office buyers and owner-occupiers a new choice. See our Avarra by Palace guide for the latest residential launch in the same district.
Price and payment plan are not official yet. Ellington has not published a price list, payment plan or sales date. Broker sites quote "indicative" price-per-sq-ft ranges and floor counts that do not all match, so we have not used them. Wait for the official launch pack before comparing it with other options.
Timeline. Dubai Land Department registry data shows the project was registered on 13 October 2026 with a declared completion date of 31 December 2031. That makes it a long-dated purchase. The contractual completion date will be in the Sale and Purchase Agreement.
Commercial property costs differ from residential. Office purchases in the UAE carry 5% VAT, unlike most homes, as well as the 4% DLD transfer fee. Offices are usually handed over as shell and core, so budget for fit-out. Bank finance for off-plan commercial units is more limited than for homes, so plan your cash flow carefully.
Check before paying. Confirm the DLD project registration and escrow account, and read any EOI terms (including refund conditions) before you transfer money.
