From Launch to Handover

National Properties launched 399 Hills Park in May 2023 as an AED 1 billion, two-tower project in the centre of Dubai Hills Estate. The launch payment plan put 60% of the price on handover, which appealed to buyers who wanted to pay most of the price at completion or with a mortgage. Completion was first scheduled for Q4 2025. Handover has now started, in October 2026.

"The completion and handover of 399 Hills Park represents an important achievement for National Properties and reinforces our commitment to developing high-quality real estate assets that deliver sustainable value," said Mohammed Qasim Al Ali, Group CEO of National Bonds. He added that keeping the second tower builds "recurring income for the Mudaraba portfolio that underpins returns for our savers."

National Properties' earlier Dubai projects include Casa Familia, Casa Flores and Eden Apartments in Motor City, Skycourts Towers and Andalusia villas. The company recently launched an AED 500 million Grade A commercial tower in Barsha Heights, which it also plans to hold for income.

Why Dubai Hills Estate Matters

Dubai Hills Estate is one of Dubai's most established family communities. It sits between Al Khail Road and Umm Suqeim Street, close to Downtown Dubai, Business Bay and Dubai Marina. Residents have Dubai Hills Mall, Dubai Hills Park, the 18-hole Dubai Hills golf course, schools and King's College Hospital nearby. Apartment demand is driven mainly by end users and long-term tenants, which helps keep occupancy steady.

The handover also fits a wider pattern. Dubai Land Department data shows 104 projects worth more than AED 111 billion were completed in the first half of 2026, so a steady flow of new ready homes is reaching the market.

What the Handover Means for Owners, Buyers and Investors

If you own a unit at 399 Hills Park: expect a completion notice and final statement. On the 10/30/60 launch plan, the 60% balance falls due now. Typical next steps are arranging mortgage drawdown or the final payment, a snagging inspection, DEWA and cooling connections, paying service charges, and moving from Oqood (off-plan registration) to a title deed with the Dubai Land Department. If you plan to let the unit, register the tenancy on Ejari.

If you want to buy: the sale tower is sold out, so any homes you can buy now will be resales. Buying a completed building lets you inspect the actual unit, view and finishes, and removes construction risk. Some owners may sell to avoid the handover payment, so compare asking prices with recent Dubai Hills Estate transactions.

If you are an investor: two towers delivered together, one of them run by the developer as a rental building, means a block of new rental supply arrives at the same time. Price the first lease realistically and check what nearby Dubai Hills towers achieve. Once the building settles, the large layouts should suit families looking for space.

On developer track record: National Properties has now delivered its flagship Dubai Hills project and is keeping half of it as a long-term asset, which is useful context when you weigh its future launches.
