Dubai has launched plenty of branded towers, but almost all of them are residential. Christian A. Rockefeller Business Tower by LMD is different. It is a branded Grade A office tower on Sheikh Zayed Road, sold as freehold strata offices, and it arrives at a time when the city is short of exactly this kind of space. This article looks at the market data behind the launch and why the tower stands out.

Dubai's Grade A Office Shortage in Numbers
Every major consultancy covering Dubai is saying the same thing: quality office space is scarce.
| CBRE (Q2 2026) | Occupancy about 94%. Average office rents up 13% year on year, prime rents up 16%. |
|---|---|
| Newmark (Q1 2026) | Occupancy about 90% across all submarkets. Business Bay Grade A rents average AED 254.1 per sq ft, up 18.7% year on year. |
| Cushman & Wakefield (Q1 2026) | City-wide average rent AED 211 per sq ft, up 16% year on year, with a "structural shortage of institutional-grade space". |
| Savills (Q2 2026) | Average rent stable at AED 238 per sq ft, the first quarter without growth since 2021, with Grade A availability still limited. |
Each firm measures rent differently, so the averages don't match exactly. The direction is clear, though. CBRE says demand is strongest in DIFC, TECOM and DMCC, where pre-leasing is absorbing much of the future supply before it is built. Newmark reports that headline rents only eased slightly in Q1 2026 after 19 consecutive quarters of growth, which it describes as a market "operating near capacity".
Why New Supply Won't Fix It Quickly
New offices are coming, but not fast enough to ease the shortage in the best locations:
- Newmark counts about 2.4 million sq ft due in 2026 and 4.9 million sq ft between 2026 and 2027, against a total stock of about 122.6 million sq ft. It expects a large share to be pre-leased.
- Savills expects about 1.9 million sq ft in 2026, with the pipeline rising to more than 4.2 million sq ft by 2030. It also expects much of it to be pre-leased or absorbed by existing demand.
- Cushman & Wakefield notes that much of the upcoming stock "remains pre-committed".
Much of the pipeline is also single-owner, lease-only buildings or free-zone stock. That is useful for tenants, but investors can't buy into it. Freehold strata offices in a new supertall on Sheikh Zayed Road are a much rarer opportunity.
What Makes This Tower Different
Branded offices are new to Dubai
Branded residences are common in Dubai. Branded office towers are not. LMD says the tower is the global real estate debut of the Christian A. Rockefeller brand, and the developer calls it the "hotelification" of office space. You can read more about the person behind the name in Who Is Christian A. Rockefeller?.
Hotel-style amenities for occupiers
Occupiers increasingly want buildings that help them attract staff. The tower has five dedicated amenity levels, including two wellness floors with a spa, infinity pool and padel court. A sky business centre on Level 87 adds lounges, podcast rooms and a ballroom. Savills and Cushman & Wakefield both point to flight to quality, with tenants choosing better buildings, as a key driver of demand.

Location between two Metro stations
LMD places the tower between Business Bay and Burj Khalifa/Dubai Mall Metro stations. Downtown Dubai, DIFC and Business Bay are all within a short drive. These are the areas where Newmark records some of Dubai's highest office rents: Downtown at about AED 422 and DIFC at about AED 392 per sq ft in Q1 2026.
A range of sizes, from suites to full floors
Offices start from about 1,077 sq ft and go up to full floors from about 11,541 sq ft. Savills found that leases under 500 sq ft made up 66% of all office leasing deals in Q2 2026, driven by SMEs and new market entrants. That points to deep demand for smaller suites. For larger headquarters, the full floors offer something that is rarely available to buy.
Height and visibility
LMD says the tower will be Dubai's tallest commercial tower on completion, with 87 storeys. Height alone does not drive rents, but a landmark address helps with tenant appeal and resale profile.
The Risks to Weigh
A balanced view matters, especially for a long off-plan hold:
- Long timeline: Handover is expected in Q2 2031 (developer), with 30 June 2030 shown in the DLD register. The market could look very different by then.
- Rents have plateaued: Savills recorded flat average rents in Q2 2026 after years of growth. Future rental growth is not guaranteed.
- Supply is rising: The 2026–2030 pipeline is larger than in recent years, even if much of it is pre-let.
- Price premium: At indicative launch prices of about AED 4,000 to 4,500 per sq ft, buyers are paying well above many existing Business Bay offices. Your return depends on the tower achieving premium rents.

Luxwell's Take
The case for the tower rests on three things: a market short of Grade A space, a scarce freehold office product on Sheikh Zayed Road, and a recognisable brand. The data supports the first point strongly. The location and limited land supply support the second (see prime land scarcity in Business Bay). The third adds marketing pull. Buyers who can commit for the long term, and who see this as a hold through to handover and leasing, will find the strongest case.
